Summary
At first instance (see BL O/227/07) the Hearing Officer had found the opponents to have failed in their opposition. They appealed to the Appointed Person and sought to adduce further evidence.
Having considered this latter aspect the Appointed Person refused to admit the additional evidence. He went on to find that the Hearing Officer’s decision had been correct and the appeal failed.
